최근 인터넷 채팅과 PC통신이 청소년들 사이에서 폭발적인 인기를 끌면서 청소년 성매매(원조교제)는 물른 청소년 성폭력 범죄와 각종비행의 온상이 되고 있어 대책마련이 시급하다. 특히 성폭력 범죄의 가해자나 피해자들이 통신을 통해 스스럼없이 만나 탈선을 하고 있어 청소년에 대한 성교육이 절실하다는 지적이다. 이에 따라 바람직한 인터넷 사용과 발전을 위해 현실 세계와는 다른 새로운 가상 공간과 이를 매개로 발생하는 비행에 적합한 법규 마련을 필요로 한다. 본 논문에서는 인터넷을 통한 청소년비행에 있어 청소년들이 인터넷에 심취하게 되는 이유와 그로 인한 비행은 어떠한 것인가를 이론적으로 고찰하고 나아가 청소년들의 인터넷 사용 실태를 분석함으로써 미래를 짊어지고 갈 청소년들이 인터넷의 불건전 정보로부터 보호받으며 올바른 지식을 습득하기 위해 다양한 정책들을 제시하였다. 이를 위해서는 무엇보다 계속적인 법규의 제정과 기술적인 방법의 도입으로 청소년들이 인터넷을 통해 원천적으로 비행 및 범죄와 관련한 정보와 사이트를 접속하지 못하게 하는 방법을 생각할 수 있으며, 더 나아가 인터넷 내용등급제와 같은 자율규제를 통해 인터넷 불건전 정보로부터 청소년들을 보호하는 것 또한 큰 효과를 기대할 수 있다. 즉 자율적인 장치를 통한 정보제공자들이 적극적인 참여와 학부모들의 끊임없는 관심과 이용이 뒷받침되어야 인터넷을 통한 청소년비행의 방지와 인터넷 문화를 발전시킬 수 있을 것이다.

We are recently seeing internet chatting and PC-communication booming among our youth and encouraging juvenile crimes of sexual violence and other various delinquencies as well as underage prostitution. So it's very urgent for us to take measures for this. In particular, sex education for our youth is very needing because criminals and victims of sexual crimes are seeing each other using internet without hesitation and taking wrong ways. Accordingly, it's imperative for us to make laws effective on cyber space different from the reality and on those related delinquencies for the desirable use and development of internet. In this thesis, I theoretically dealt with the problems about juvenile delinquencies via internet and why they deeply indulge into the internet and what sort of resulting delinquencies there are. And also, I presented various workable policies to protect our youths from the unsound internet informations and to acquire helpful knowledges by analyzing ongoing youth's internet use situation. To this end, first of all, we righteously think of blocking our youths from accessing informations and internet sites related with delinquencies and crimes from the beginning through continuous law-makings and introduction of various technical measures. Furthermore, we can also expect big effects on the protection of our youths from the unsound internet informations through self-regulations such as internet contents rating system. In other words, we cannot deter juvenile delinquencies using internet and develop sound internet culture without information providers' affirmative participation through autonomous means and parents' endless interest and internet use.
