A Study on the Police Personnel and Crime Response

경찰인력의 증감과 범죄대응의 결과는 상관관계가 쉽게 나타나지 않는다. 경찰인력 증원이 경찰의 범죄대응능력 향상으로 연결되어지지 않는다는 것이 외국에서의 몇몇 연구결과에 나타나 있다. 그렇다면 외국의 경우와 같이 한국에서도 경찰인력의 변화와 범죄대응과의 관계에서 어떠한 연관성이 나타나지 않는가에 대한 연구의 필요성이 제기된다. 따라서 본 연구에서는 1960년대부터 1990년대까지 10년 단위로 경찰 총인원과 계급별 증감상황, 총범죄건수 및 검거건수의 증가율 그리고, 주요 강력범죄(살인, 강도, 강간, 방화) 총발생건수 및 검거건수의 증가율을 분석하였다. 분석결과 한국에서도 외국의 경우와 같이 양자간의 직접적 상관관계는 보이지 않았다. 따라서 장래 치안정책의 수립, 그에 따른 경찰인력의 충원은 범죄발생의 양적인 측면 뿐만 아니라, 범죄의 질적측면, 경찰에 요구되는 서비스의 양, 인권과 증거위주의 수준 높은 수사에 필요한 적정선의 인력이 어느 정도 필요한가에 대한 장기적인 안목을 갖고 결정되어져야 한다.

We cannot easily trace the exact coefficient between the fluctuation of police personnel and the effectiveness of crime response. Some researches on this matter, most of which were made in advanced countries, show that personnel increase generally does not bring about the enhancement of police crime response ability. Is it the case in Korea too? This research focuses on this coefficient for 3 decades(1960s to 1990s). To examine whether any coefficient relationship can be found on this matter, I compare the increase in police personnel on the one hand, and in classes and ranks on the other hand, with total numbers of crimes and increase in arrest rate [especially, major crimes, such as homicide, burglary, rape and arson.] The result of this research is not quite other than precedents produced in other countries. Direct relationship on this matter is not found out. This research clearly shows that future policies not only for general policing activities but police personnel reenforcement should have farsightedness considering comprehensive dimensions such as quantitative as well as qualitative aspects of crimes, kind and magnitude of required police service, effective level of employment for human right enhancement and qualified investigation with scientific and rigid evidences.
