사이버공간상의 음란물 규제방안으로는 법적 규제, 단속적 규제, 업계의 자율규제 등이 있다. 일반적으로 사이버공간상의 음란물 규제는 업계의 자율규제가 그 효과가 인정되어 이를 중심으로 음란물 규제에 노력하고 있는 것이 국제적인 추세라고 할 수 있다. 업계의 자율규제는 정보제공자에 의한 정보내용등급표시제 방식, 정보통신서비스제공자에 대한 음란물 차단프로그램의 설치 방식, 정보이용자의 개인PC에 음란물 차단 소프트웨어 설치 방식, 신용카드를 이용한 요금결재방식 등이 있으나 일반적으로 정보내용등급표시제 방식이 가장 현실적이고 최선의 규제방안이라는 데 의견의 일치를 보이고 있다. 정보내용등급표시제 방식이 사이버공간에 대한 정보의 과도한 규제와 권한 집중을 가져온다는 지적도 있으나 사이버공간상의 음란물 규제와 책임을 정부나 규제기관으로부터 정보이용자로 이동시키고 정보이용자의 정보선택권을 강화하여 사이버공간상의 표현의 자유와 정보이용자의 정보선택권을 동시에 증진시킬 수 있을 것이다.

Among these controlling schemes, it is recognized that have a best effect on voluntary regulation of business world as well as being discussed principal subject internationally. There are voluntary regulation of business world such as information contents rating system by information provider, filtering softwares by information service provider, setting up blocking softwares in user's PC, fee-approval through credit card. However, various country consents that information contents rating system is real, best controlling schemes. Naturally, it raises a objection that information contents rating system give rise to excessive regulation of government and concentration of authority toward cyber-space. On the other hand, it has advantage of moving from government to information user in controlling responsibility of pornography on the cyber-space, reinforcing power of information selection. Therefore, it will be promoted freedom of speech on the cyber-space as well as power of information selection of information user simultaneously.
