치안서비스의 공동생산론적 접근

An Approach to the Theory of Co-production in Police Service

오늘날 경찰이 제공하고 있는 치안서비스는 여러 가지 요인으로 인하여 한계에 직면하고 있는데, 이를 극복하기 위한 대안 가운데 하나로서 민간부문을 치안서비스의 주체로 파악하고자 하는 "치안서비스의 공동생산론"이 논의되고 있다. 따라서 본 글에서는 이와 같은 관점에서 경찰과 시민 그리고 민간경비를 치안서비스 공동생산의 삼자구조관계(Tripartite Structure of Coproduction)로 파악하여 접근하고자 하였다. 여기에서 시민과 민간경비가 여러 관점에서 민간경비가 치안서비스 공동생산의 한 주체로서 참여하고 있다는 근거를 제시하였다. 이를 기초로 하여 공동생산 모형 및 참여과정 그리고 한계를 제시하였다.

Coproduction in policing is a conception prescribed in a relationship between the government and the citizen. But, in this research, it try to approach as 「the Tripartite Structure of Coproduction」 in policing, understanding the private security as another subject. This is inconsistent with the existing concept unfolded in a relationship between public police and the citizen, but presenting proof that private security is participate as subject of coproduction in various aspect.
