한국과 일본의 다문화 관련제도 비교 분석

A study on the comparative analysis Korean and Japanese system for the multicultural

한국과 일본은 인구노령화가 진행 중이며 출생률 촉진이 힘들기 때문에 그에 따른 실질적인 대안은 해외이민을 적극적으로 받아들여 국가경쟁력을 높이는 것 밖에 없다. 본 연구는 한국과 일본의 다문화 관련 제도를 분석하여 국내 다문화 정책의 성숙도를 평가하고 나아가야할 지향점을 제시하였다 . 본 연구의 비교분석의 결과로 첫째, 일본과 한국은 2% 미만의 등록외국인 수를 가지고 있으며, 둘째, 양국 모두 다문화 가족정책이 초기단계에 머물고 있고, 셋째, 양국 모두 엄격한 귀화제도를 가지고 있음을 알 수 있었다. 결국 한국의 정책 기반 및 기조가 일본과 상당히 유사하므로 일본과는 다른 정책을 제시해야만 일본이 겪었던 인구고령화와 국가경쟁력 감소에 대응할 수 있을 것이다.

Korea and Japan is in the process of Aging Society. The allowance of wider immigration system is the only option to respond to Aging Society and improve national competitiveness because the birth rate promotion can be no alternatives. In this regards, this research has analyzed both the Korean and Japanese system for multicultural phenomenon, and evaluated the maturity of Korean system and suggested the destination. The results of the research are as following. First, Japan and Korea have under 2% of foreigner registration in national population. Second, both countries have been staying the first step of supporting system for muticultural families. Third, both countries have extreamly strict regulation for immigration. We have to select alternative policy for avoiding Japanese case(Aging Society and decreasing national competitiveness) because Korean system for the multicultural is very similar to Japanese.
