평택항의 제주도 화물 유치 방안 연구

A Study on Cargo Inducement Strategy for Pyeongtaek Port from/to Jeju

본 연구의 목적은 제주도의 감귤, 무 등 농산물과 삼다수 등이 수도권에 상당량이 배송되고 있는데, 평택항이 제주도 화물의 배송거점으로서 역할을 수행하도록 화물을 유치하는 방안을 모색하고자 한다. 현재 제주도 농산물은 주로 제주도에서 목포항과 녹동항 등으로 해상수송후 화물자동차를 이용하여 수도권의 유통시장까지 운송되거나 김포공항까지 항공을 이용하고 있기 때문에, 총물류비 절감 차원에서 뿐만 아니라 친환경적인 측면에서도 신중히 검토하여 추진할 필요가 있다. 본 연구는 선행연구와 다른 연구의 분석자료를 활용하여 평택항의 제주도 화물 유치 방안을 제시하였다. 현재 목포항과 녹동항 그리고 부산항을 중심으로 제주도와 내륙간 항로네트워크가 구축되어 있으나, 향후 평택항과 제주도간 카페리 정기항로를 개설하고 운항할 경우 Modal Shift 정책에 부응하고, 카페리선이 신선화물을 신속하게 운송할 수 있는 장점을 극대화할 수 있다. 제주도의 신선농산물이 평택항을 이용함으로써 신속하고 저렴하게 이용할 수 있는 기회를 마련할 수 있다. 본 연구는 호남권과 영남권을 중심으로 제주도 화물의 항로네트워크가 구축되고, 농산물 등이 영남권과 호남권에서 수도권까지 도로운송되는 물류패턴을 평택항과 제주도간 네트워크를 구축함으로써 물류비도 절감하고, Modal Shift도 추진하는 방안을 모색하는데 의미가 있다.

Purpose : The purpose of this paper is mainly to suggest cargo inducement strategy for Pyeongtaek Port from/to Jeju in order to rationalize logistics system between Jeju and metropolitan area(Seoul) by way of using Jeju Logistics Center in Pyeongtaek Port. Research design, data, methodology : Both a literature research in relation to logistics system of Jeju products and a data analysis materials of precedent research about logistics costs and logistics procedures in this paper. Results : According to this research, Pyeongtaek Port has a lot of potential to attract Jeju products with Jeju Logistics Center in Pyeongtaek Port and enhance cold chain of agricultural products from Jeju to metropolitan area. Conclusions : Daily liner service between Jeju and Pyeongtaek Port is necessary and establish agricultural SCM within Pyeongtaek Port and activate logistics collaboration between Pyeongtaek Port and APCs of Jeju products located in Jeju.
