The minimum wage and the wages

최저임금에 관한 통상적인 경제학 분석들은 최저임금제를 단지 임금구조의 하단을 절단하고 주변부 노동자들의 임금과 고용에 제한적인 영향을 끼치는 제도로 파악한다. 그러나 임금을 임금수준뿐만 아니라 임금구조, 임금체계의 세 차원을 갖는 입체적 개념으로 보는 관점에서 최저임금제의 실질적인 기능은 다른 데 있다. 『임금구조기본통계조사』 자료를 이용하여 분석한 결과, 지난 25년간 한국의 최저임금제는 임금결정에 영향을 끼쳐 임금구조 일반과 함께 변동하였다. 최저임금에 대한 평가는 이와 같은 실제 영향에 대한 근본적인 고민 속에서 이루어져야 한다.

The minimum wage in Korea has contributed, for the past quarter of a century, to moving upward the wage structure in its generality by being the reference point in wage determination in the country. This function, however, has escaped the attention of the traditional economic analyses merely cutting the lowest part of the wage structure, exerts some limited influence on the wages and employment of the workers in the periphery. We claim that the wages should be understood as a three-dimensional concept which comprises the wage structure and the wage system in addition to the wage level. In this perspective, serious consideration of the actual function of the minimum wage can be carried out.
