Cultural Policy and Smart Power

미국과 중국의 패권경쟁이 노골화 되면서, 스마트파워 개념이 관심을 끌고 있다. 소프트파워와 하드파워의 '현명한' 조합이라는 의미다. 이런 의미에서 본 연구는 최근 하드파워의 강화를 추진하는 중국의 소프트파워 강화 정책 중 유가문화의 부활에 대해 알아보고 그 함의를 연구하였다. 특히 공자의 고향인 산동성 곡부 지역에 대한 답사를 포함한 연구를 시행하여, 공자육예성의 현황과 육성방향에 대해 알아보고 문화정책적 의미를 고찰하였다. 중국의 유가문화콘텐츠는 미국이 제안한 '스마트파워'라는 이름의 경쟁방식을 받아들인 결과로 해석할 수 있음을 밝혔으며, 문화도구화에 의한 본연적이고 내재적인 문화적 의미가 침식당할 위험성에 노출되어 있음을 지적하였다.

The purpose of this paper is to scrutinize the notion of smart-power and its implication. on the issue of hardening struggle between the U.S. and China. Smart-power means 'smarter' articulation of smart power and hard power. Recently China strengthen its hard power in terms of military activities and payment action such as billions dollors aid to Africa. Meanwhile China empowers its soft-power especially through the promotion of Confucianism and reconstruction of ancient Confucian culture. This paper examines the rebirth phenomena of the Confucianism in the Kufu area, the Confucious' birthplace and studies the implication in respect of critical cultural policy.
