Mongolian national educational goal has defined as "The goal is to inform the citizen with civil intellect, morality and humanity to be physically capable abiding, self-learning and to develop as a viable" in the Law of Education of Mongolia. Teachers in all activities aimed at implementing the provisions of the law. Here we representing the analyze result that defining its findings identify the opportunities of further developments of teachers and teacher's development levels of Universities and Institutes who has responsibility to implement the honored goal. Relation with teacher evaluations and requirements on teachers considered from students, quantitative research methods and dispersion ANOVA was identified in this study to define teacher by example, professional competence and ethics.
