Study on Factors Influencing Public Service Utilizations of Persons with Disabilities

본 연구는 장애인복지서비스 이용 현황과 영향 요인에 대한 실증분석을 통해 장애인복지 패러다임 변화에 따른 개별화지원 도입에 대한 함의를 찾아보고자 하였다. 이를 위해 2011년 장애인실태조사의 만 18세 이상 65세 미만 성인장애인 3,289명을 분석하였다. 연구 내용은 첫째, 장애인복지서비스 중 소득지원, 돌봄지원, 의료지원 서비스 이용의 영향요인에 대해서 앤더슨 모형의 분석틀을 활용하여 분석하였고, 둘째, 장애인복지서비스 이용에 따른 장애인의 집단 구분과 이용 분포를 통해 장애인복지서비스 이용의 현주소를 제시하였다. 연구결과에 따른 정책 제언은 다음과 같다. 첫째, 사회적 합의를 통해 '장애'에 대한 권리와 보장을 명확하게 할 필요가 있으며 그럼으로써 개별화 지원이 결과적으로 제한된 예산, 자원에 의해 조정되지 않고 권리로 실현될 수 있도록 해야 할 것이다. 둘째, 장애에 대한 의료지원은 보편적인 건강 지원 서비스로의 방향 전환이 필요하다. 또한 장애발생 초기에 의료 및 건강 관련 정보 등이 적절히 지원되어 필요 서비스를 이용할 수 있도록 지원이 필요하다. 셋째, 장애에 대한 개별화지원 서비스를 위한 기금형태의 예산 운영을 제안한다. 개인의 욕구와 상황에 부응하여 예산 운영을 해야 하는 돌봄 지원 등의 개별화지원 서비스의 경우, 현재 공공부문 예산의 경직적 운영으로는 한계가 있으므로 기금 등의 독립적인 예산 운영을 통해 재원의 유연성을 도모하는 것을 제안한다.

This study aimed to provide basic data for influencing factors on public service utilizations of persons with disabilities. It is investigated based on Anderson model and analyzed the data of "National survey on persons with disability in 2011"focusing on those over 18 and under 65.(adults with disabilities, 3,289 persons). Public services for persons with disabilities are categorized according to service type; (1) income support(payment of disability allowance etc.), (2) medical assistance(support for medical cost of persons with disabilities etc.), (3) care service(personal assistance services etc.). Based on the results of the study, suggestions are as follows. Firstly, through social consensus it should be guaranteed to provide public care services as the right of persons with disabilities. Secondly, medical support services for persons with disabilities should have a different targets and contents. It is necessary a change from the medical assistance services focusing the poor to the health care services supported in accordance with demand. Thirdly, it is suggested to manage a fund for persons with disabilities to provide personalized care services.
