FTA를 활용한 대북 투자 활성화 방안과 기대효과에 관한 연구

A Study on the North Korea Investment Facilitation Plan by Utilizing the FTA and Its Expected Effects

현재 각국은 수출 확대를 통해 자국 경제를 보호하고 지속적인 경제성장의 발판을 마련할 수 있는 지역별, 국가별 경제협력을 강화시키기 위하여 최선의 노력을 경주하고 있다. 우리나라 역시 이러한 추세에 뒤처지지 않기 위해 주요 국가들과의 자유무역협정(FTA) 체결을 통한 수출경쟁력 확보를 위해 부단히 노력하고 있다. 그런데 우리나라는 세계 유일의 분단국가로서 이에 따라 발생하는 수많은 문제들을 해결하고 극복해야 할 숙명적 과제를 안고 있다. 이를 해결하기 위한 방안 중 하나로 본 연구에서는 FTA를 활용한 대북 투자 활성화 방안과 기대효과에 대해 고찰해 보았다. 이를 위해, 세계은행이 발표한 투자환경평가결과(Investing Across Boarders; IAB) 4가지요인 즉, i) 투자 가능 분야, ii) 외국인 창업, iii) 산업용지 접근성, 그리고 iv) 상사중재의 평가요소를 기준으로 북한의 투자환경에 대해 살펴보았다. 나아가, 대북 투자에 있어서 촉진요인과 저해요인에 대하여 구체적으로 검토하고, 마지막으로, 대북 투자 활성화 방안 중 하나로 FTA를 활용할 것을 제안하고 있다. FTA는 일반적으로 경제적 이익을 목적으로 추진하지만, 그 외에도 국가안보 및 정치, 외교적 이익까지 고려하기도 한다. 특히, 우리나라의 FTA 추진은 현재까지는 경제적 성장을 목적으로 주로 추진되어 왔지만 동북아 지역에서 현재 논의되고 있는 FTA는 보다 다양한 측면을 고려하여 국가 실익을 추구하는 방향으로 전개할 것을 제안하고자 한다.

Purpose : The purpose of this study is to identify the factors that accelerate and hinder foreign investment in North Korea and to find the North Korea Investment Facilitation Plan in order to protect its national economy and to provide a fundament for constant economic growth. Research design, data, methodology : This paper uses the literature research and the qualitative approach to analyze North Korea’s positive and negative factors for foreign investment by using Investing Across Boarders (IAB) index of the World Bank. Results : It is found that the North Korean investment climate is seriously inferior from the survey with four figures, such as i) investment across sectors, ii) starting a foreign business, iii) accessing industrial land, and iv) arbitrating commercial disputes. Conclusions : As a result, this paper suggests South Korea utilize a FTA with some major countries in the North Asia to invigorate the foreign investment in North Korea and the FTAs should be designed for national security, policy, and international relations besides economic purpose, to develop a way to bring actual benefit to both states.
