교육과정과 해설서에 나타난 초등학교 독도 기술의 변화

The study on descriptions of Dokdo in Elementary School Curriculums and Guidebooks

이 논문은 국가의식과 영역의식을 키우는 근간 시기에 해당되는 초등학교를 중심으로 최근까지 고시된 '교육과정과 해설서의 독도 기술의 변화'를 탐색하고자 한다. 그 검토범위로는 '2007년 개정 교육과정'에서 시작하여 '2011년 2월 28일 「독도교육 내용체계 안내 및 활용 협조」'를 검토하고, 가장 최근의 2012년 개정 교육과정까지를 살펴보았다. 이를 통해 다음과 같은 결론과 시사점을 얻을 수 있었다. 먼저, 초등학교 교육과정상에서 나타난 독도 관련 기술들이 매우 소략하다는 특성을 꼽을 수 있다. 특히 정부는 2009년 '독도 명기 단계를 해설서에서 교육과정으로 상향 조정'하겠다고 주장했음에도, 2010년 개정교육과정에서는 중ㆍ고등학교 교육과정과는 달리 초등학교 교육과정에서는 독도 교육을 상향시켜 명기하지 않았다. 두 번째, 독도와 관련한 초등학교 교육과정과 해설서에 제시된 문장들이 언뜻 독도를 '영토 분쟁지역'으로 오해하여 교육할 수 있는 여지가 있도록 기술되어 있다는 점이다. 세 번째, '독도교육 내용 체계'와 관련된 것으로, 초등학교 내용요소가 무려 45가지로 너무나 많다는 것이다. 마지막으로, 앞으로 개정될 독도와 관련한 초등교육과정 해설서나 지도서에서는 일본의 왜곡된 독도 교육 상황과 함께, 일본의 주장에 대해 반박할 수 있는 명확한 논리와 근거들이 담겨있어야 할 것이다.

The purpose of this paper is to seek the direction of improvement about Dokdo education, through studying on descriptions of Dokdo in Elementary School Curriculums and Guide books. The scopes of this investigation are The 2007 Revised Curriculum , The Information about system of Dokdo educational contents and Aiding its application document, and The 2012 Revised Curriculum. This study draws conclusions as followings. First, descriptions of Dokdo are very simple. So, it seems that they are not to be of help to educate Dokdo. The Korean Government announced that the stage of descriptions about Dokdo would raise up to Curriculums stage in 2009. Therefore, the stage of descriptions about Dokdo raised up to The 2010 Revised Middle and High School Curriculum, but It didn't in The 2010 Revised Elementary School Curriculums. Second, descriptions of Dokdo in Elementary School Curriculums have possiblities to mislead elementary teachers into educating Dokdo as the territorial disputing zone. Third, The Information about system of Dokdo educational contents and Aiding its application document have 45 contents, those are overmany for elementary student to study. Finally, the future Curriculum Guidebooks or mannuals will be included the actual conditions of Japanese distorting education about Dokdo and persuasive logics to Japanese irrational insistence on Dokdo.
