성범죄자 정보공개의 개선방안 -외국 입법례의 검토를 중심으로-

최근 성범죄자의 급속한 증가로 인하여 국민들은 불안해하고 있으며, 특히 여자 아이를 둔 부모들은 방과후 학교에 데리러 가거나 핸드폰을 통하여 우리 아이의 위치를 시시각각 확인하고 있는 처지에 놓여 있다. 또한 최근에는 전자발찌를 떼어버리고 또 다시 성범죄를 범하는 등 정부의 각종 대책에도 불구하고 성범죄의 수는 날로 증가하고 있는 현상을 보여주고 있다. 현재 우리는 이러한 성범죄의 예방을 위하여 성범죄자의 정보를 공개하고 있다. 하지만 이는 아주 제한적인 공개에 그치고 있어 좀 더 효율적인 공개방안이 모색되어야 하리라고 본다. 이에 본 논문에서는 제외국의 성범죄자 정보공개의 현황을 점검하여 보고 우리의 성범죄자 정보공개의 내용과 문제점 등을 검토하여 봄으로서 좀 더 효율적이고 효과적인 개선방안을 모색하여 보았다.

However, the voice of the criticism that the problem of the human rights violations that this law depends on produces appears. In addition, conviction registers the personal information of a settled person after being finished Shigyo of the punishment in the government for ten years, and the government applies a system to manage. This is the system that I made if I quit it to be able to prevent a second conviction by national systematic management for the sexual crime beforehand. This article is related with personal information for a sexual crime carrying out in each country and manages the criminal by what kind of method and examines whether you prevent a second conviction in a dimension of the nation and supplements a Korean sex offender personal information exhibition and problems to be related to, and there is the significance in what I improve.
