성인 발달장애인의 사회통합에 영향을 미치는 요인

Factors Affecting Social Integration of Adults with Developmental Disability: Focusing on the Moderating Effect of Social Support

이 연구는 성인 발달장애인의 사회통합에 영향을 미치는 요인을 실증적으로 규명하여 이들의 완전한 사회통합을 위한 제도적 대안을 제시하는데 그 목적이 있다. 이 같은 연구목적을 위해 장애인복지관 등 장애인이용시설에 등록된 발달장애인의 부모와 미등록된 재가 발달장애인의 부모를 대상으로 장애인 자녀의 자립능력, 사회적지지, 사회통합의 정도를 측정하는 설문을 진행하였다. 회수된 설문은 총 279부였고 무응답이 많은 설문지를 제외하고 최종적으로 분석에 활용된 설문지는 245부였다. 분석결과를 정리하면 다음과 같다. 첫째, 성인 발달장애인은 인구학적 요인에 따라 사회적 지지와 자립능력 그리고 사회통합의 정도에 유의미한 차이가 있었고, 자립능력이나 사회통합 또한 가족의 사회경제적 지위에 따라 유의미한 차이가 있는 것으로 나타났다. 둘째, 성인 발달장애인의 사회통합은 신체적 자립과 사회적 자립능력 등 자립정도와 유의미한 상관관계가 있는 것으로 나타났다. 셋째, 발달장애인의 사회통합은 중복장애 유무, 사회적 자립의 정도 그리고 제도적 지원에 의해서 영향을 받는 것으로 나타났다. 이 같은 결과를 토대로 이 연구는 성인 발달장애인의 사회통합을 위해서는 의학적 치료와 사회적 재활이 동시에 추진될 수 있도록 아동기단계에서 재활치료사업을 확대하고, 수혜대상에서 소득기준을 완화하는 제도적 개선을 제안하였다. 또한 성인 발달장애인의 사회적 재활을 위한 중추기관으로서 장애인복지제공기관의 물리적 인프라의 확충과 함께 전문인력 및 프로그램의 다양화가 필요하다는 점을 제시하였다.

The present study suggests policy implications for the social integration of adults with developmental disability by identifying the current level of social integration (i.e., the participation of adults with developmental disability in the community) and by examining the factors that influence social integration. The data were collected from parents of adults with developmental disability, both registered and unregistered in facilities. A total of 279 questionnaires were recovered and 245 cases were analyzed after eliminating cases with too many missing variables. First, demographic characteristics led to meaningful differences in the levels of social integration, social support, and independency. Second, the levels of independency and social integration of adults with developmental disability were influenced by family's socio-economic status. Third, social integration among adults with developmental disability was related with both physical and social independencies, which implies the importance of early interventions and social adaptation training for people with developmental disability. Finally, social integration was affected by the co-occurrence of disability, the level of social independency, and institutional support. These findings imply that both medical remedies and social rehabilitation are important for the social integration of adults with developmental disability.
