Revisit: The Asymmetry in the Flypaper Effect of the National Subsidy

본 연구는 국고보조금이 지방자치단체의 지출에 미치는 영향을 분석한다. 최근 들어 국고보조금이 빠르게 증가하고 있어 이로 인한 지방자치단체의 지출 부담을 살펴보기 위해서이다. 특히 소득 증가에 의한 지출 증가 속도보다 국고보조금 증가에 의한 지출 증가 속도가 빠른지 여부를 판단하는 끈끈이 효과를 검정한다. 이와 함께 국고보조금이 증가할 때와 감소할 때 지출 변화 속도가 다른지 여부를 판단하는 비대칭성 역시 검정한다. 본 연구는 선행연구들이 비대칭적 끈끈이 효과를 추정치의 부호에 따라 유인효과와 교체효과로 구분한 것과 달리 한계 효과의 크기로 교체효과 중 일부가 유인효과가 될 수 있다는 것을 발견했다. 검정 결과, 국고보조금에는 끈끈이 효과가 존재하는 것으로 나타났다. 또한 국고보조금이 증가할 때 지출 증가 속도가 국고보조금이 감소할 때 지출 감소 속도보다 빠른 비대칭성이 나타났다. 이와 함께 t-1기와 t기 국고보조금이 지출에 영향을 미치기 때문에 시차를 모두 고려하여 비대칭성을 검정한 결과, 국고보조금이 증가할 때보다 국고보조금이 감소할 때 지출이 변동폭이 크다는 사실을 발견했다.

This paper is trying to analyze how the national subsidy has the effect on the expenditure of the local governments. Because the national subsidy increases recently, it makes the burden imposed on the local governments more. Specially, the flypaper effect is tested. The flypaper effect means that the response of local expenditure to the national subsidy is greater than to the income. And the asymmetry in the flypaper effect is also tested. This paper is different from earlier studies in analyzing the asymmetry of the national subsidy on the local expenditure. Earlier studies explains that the asymmetry in the flypaper effect is divided into the induced effect and the replaced effect according to the signal of the estimate. But this paper focuses on the marginal effect of the national subsidy on the local expenditure. The result shows that there is the flypaper effect and the asymmetry. It means that the response to increasing national subsidy is greater than decreasing national subsidy. Finally, this paper shows that the response of the local expenditure to the increase of the national subsidy is smaller than that of the local expenditure to the decrease of the national subsidy.
