최근에 사회복지서비스 수급권리의 강화, 인권 관련 법률 영역의 증가, 클라이언트의 문제해결 역량을 강화하려는 시도, 클라이언트가 선택할 수 있는 다양한 사회복지서비스 프로그램의 양적 팽창 등과 함께 클라이언트를 소비자로 보는 관점이 강조되고 있다. 이는 문제해결과정에서 클라이언트의 존재와 위치를 새롭게 정립하고 클라이언트와 사회복지실천가의 관계가 상호 평등해야하며 수평적 협력을 도모해야한다는 가치가 구호가 아니라 실제에서 구현되어야 한다는 사회 적 요구와 관련이 깊다. 사회복지 실천과정에서 사회복지사와 클라이언트의 관계가 동반자적인 협력관계로 발전하고 있는 것이다. 따라서 인간은 자아를 실현하려는 행위적 동기를 가지고 있으며 삶의 과정에서 자신의 문제를 해결하기 위해 잠재력을 발휘할 수 있는 존재라는 로저스의 인본주의적 인간관, 그리고 문제해결 개입과정에서 상담자가 가지는 클라이언트 중심의 가치 및 태도가 강한 영향력을 가진다는 확고한 신념은 사회복지실천에서도 철학적 가치로서 또한 하나의 개입기술로서 규범적 형식성을 제공하며 클라이언트가 문제해결 경험을 통해 자신의 심리적 역량을 높이는 기회를 제공한다는 데서 유용성이 크다고 하겠다.

Recently, Strengthening rights of social welfare service, increasing the area of human rights law, attempts to enhance the problem solving capabilities of the client, the quantitative expansion of social services, including a variety of programs to choose from client and the perspective of a client as a consumer have been highlighted. This tendency is closely related to social needs that will newly establish the existence and location of the client in the problem solving process, make equal the mutual relationship between clients and social work practitioners and this value is implemented in real. In social work practice courses, the relationship between clients and social workers has developed as a collaborative partnership. Therefore in this social condition, the exert their potential to solve the problem is useful as a philosophical values in social work practice. Also it is useful in social work intervention process that the belief of Rogers has a strong influence on client-centered values and attitudes. The person-centered theory of Rogers provides a normative form as one of the technologies involved, and has greater usefulness with an opportunity to increase the mental capacity of client through their troubleshooting experience
