A Study on the Ideology of Social Welfare and Equality of Educational Opportunity

복지국가의 평등이념이란 모든 인간은 평등하게 창조되었다는 정신에 입각해서 어떠한 유형의 차별도 받아서는 안 된다는 것이다. 그러므로 복지국가에서는 개인이 인간다운 생활을 할 수 있도록 참다운 평등과 인간의 존엄한 가치를 실 현할 수 있도록 존중해 주어야 한다. 특히 인간의 잠재능력을 개발할 수 있는 수단이 교육이라면 교육은 무엇보다도 교육기회의 평등실현에 온 힘을 기울여야 할 것이다. 더구나 어떤 사회에서도 삶의 질의 사회적 조건이 단순히 객관적으로 주어지기만 하는 것이라기보다는 개인의 자아실현에 의해서 주체적으로 획득되고 성취되는 것이라 한다면 개인의 잠재능력의 개발을 위한 기회와 조건이야말로 가장 중요한 삶의 요소가 아닐 수 없다.

The ideology of equality in the welfare state does not allow any kind of discrimination on the basis of the sprit that all human beings are equally human so that each individual can have a human life and realize the equality and the good value of human. If the means to develop the potential ability of human is the education, it should be devoted to realizing the equality of educational opportunity rather than anything else. If the social condition of life quality in a society is achieved subjectively through self-realization of individual rather than it is objectively given, the opportunity and condition for the development of individual's potential ability is the most important factor for the life.
