일제 토지조사사업의 "자본화 과정"연구

A Study on "Capitalization Process" of Japanese Land Survey Project in Korea

본 연구는 De Soto가 제기한 「자산의 자본화 과정」 개념에 입각하여 일제가 시행한 조선토지조사사업(1910~1918)이 이후 한국의 경제성장에 어떠한 제도사적 역할을 수행했는가의 문제를 탐구한다. 「자산의 자본화 과정」은 서구의 산업혁명과 근대화에서 핵심적인 역할을 수행하였음에도 불구하고 이제까지 명시적으로 이해되지 않은 제도적 토대로서 현재 제3세계에서의 근대적 시장경제와 자본주의적 질서 결여를 설명해주고 있다. 토지조사사업은 일각에서 제기된 "수탈론"과는 달리 근대적 소유권의 제도화를 통한 「자산의 명시화」과정을 단기간내에 수행한 것으로 파악되었으며, 다만 이 사업 자체가 한국의 경제사회적 근대화를 결정짓는 요소인가 하는 문제는 향후 천착되어야 할 영역이다.

CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to investigate the historical role of Land Survey Project in Korea(1910~1918) during the Japanese occupation by means of the approach of "capitalization of assets" and "mystery of capital" of De Soto(2003). (2) RESEARCH METHOD This study was carried out by the method of literature comparison. Some legal and institutional considerations have been added. (3) RESEARCH FINDINGS In the results of this survey, it has turned out that the Land Survey Project seems to have accomplished the "capitalization of assets" in Korean society for the "take off" of the economic development in the subsequent periods. 2. RESULTS This study shows that capitalization process of assets, in other words the elucidation of property rights, plays the role far beyond which merely the protection of property right means.
