독일통일 후 동독출신교사 처리 사례 고찰

A Study on The East German Teachers Policy After the Unification of Germany-Lessons for Educational Integration after Korea Unification

본 논문은 독일통일 이후 동독출신교사 처리 사례에 대한 고찰을 통해 남북한 통일 이후 북한교사 관련 정책 수립을 위한 시사점을 도출하는데 목적이 있다. 독일통일 후 구동독 각주는 동독출신교사에 대한 심사를 통해 새로운 교육체제에서 교사로 근무하는 것이 적절하지 않다고 판단되는 동독교사에 대하여 해임판정을 내렸고, 계속임용이 결정된 교사에 대해서는 재교육을 실시하였다. 그러나 심사 미비로 해임판정을 받은 교사의 다수가 교사로 임용되었고, 재교육 또한 양ㆍ질적으로 충분히 실시되지 못했다. 독일통일 후 동독출신교사 처리 사례는 우리에게 통일 후 북한교사 심사 및 처리를 위한 구체적인 기준 수립, 북한교사 대상 재교육 실시를 위한 체계적 계획 수립 등이 필요하다는 시사점을 제시한다.

This study aims to examine the policy of the East German teachers in the process of educational integration when Germany was unified in order to draw some suggestions and implications for the policy-making of the teachers from North Korea in a future unified Korea. After making a thorough examination of the background of the East German teachers after the unification of Germany, each state government decided to partially eliminate the ones who were proven not pertinent to a new educational environment in a unified Germany. Whereas, those who were allowed to continue their position as teachers in a unified Germany were required to receive reeducation to adapt to a new educational system effectively. However, the majority of those who were originally supposed to step down from their position were able to continue their job in a unified Germany because of some institutional inadequacy and incompleteness of the investigation process. Moreover, insufficient instructions for the East German teachers were carried out in terms of both quantity and quality of the reeducation program. Regarding the East German teachers policy after the German unification, policy implications were provided with respect to its affinity to the North Korean teachers policy towards a future unified Korea. More specifically, from the analysis presented in this paper, the teachers policy of East Germany suggests that it is necessary to establish systematic and specific standards to scrutinize the North Korean teachers and conduct them a systematic reeducation program in the process of educational integration after the Korean unification.
