교육국제화특구 초ㆍ중등교육 분야의 방향과 과제

Direction and Tasks of Elementary and Secondary Education in Special District for Educational Internationalization

이 연구는 교육국제화특구 초ㆍ중등교육분야의 현황과 문제를 분석하고, 이를 토대로 발전 방향과 과제를 제안하는 데 목적을 두고 있다. 이를 위해 선행연구 분석, 전국 5개 특구의 사업계획 및 현황 분석, 특구 관련 집단의 인식 분석을 실시하였다. 특구별 계획 및 문헌 분석, 설문조사 결과와 관련 법령에 근거하여 초ㆍ중등교육 분야의 발전 방향과 과제를 제안하였다. 특구가 성공을 거두게 되면, 국가적 차원에서는 글로벌 교육환경 조성으로 지식기반 산업의 발전 기반 강화, 교육국제화 선도모델 육성 및 타 지역으로의 확산 보급의 효과를 거양할 수 있다. 지역적 차원에서는 외국어 공교육 수준 제고로 사교육비 부담 절감 및 지역학생들의 경쟁력 강화, 교육력 제고를 통한 지역주민의 정주여건 개선, 타 지역으로의 인구 유출 완화, 우수한 글로벌 인재육성을 통해 지역산업에서 필요로 하는 다양한 고급인력 공급, 글로벌 교육서비스기능 강화를 통해 광역대도시권 강화, 중추도시로서의 위상 제고, 지역의 국제화를 위한 기반 마련 및 이를 통한 장기발전 도모 등의 효과를 거둘 수 있을 것이다.

This paper aims to propose developmental tasks and direction of Special District for Educational Internationalization based on analyzing present conditions and problems of elementary and secondary education in it. To accomplish this purpose, literature review, analysis on plans and present conditions of the five Special Districts, and survey research were implemented. Based on the literature review, analysis on plans and present conditions of the five Special Districts, survey research, and related law and regulations, developmental tasks and direction in elementary and secondary education of the five Special Districts for Educational Internationalization were proposed. When the Special District achieve success, strengthening the base of knowledge-based industry, fostering leading models of educational internationalization, and disseminating them could be accomplished in the national dimension. And saving the private educational expenditures and strengthening the competitiveness of students through raising the public foreign language education level, improving settling down conditions of residents through raising educational level, mitigating outflows of the populations to other provinces, providing various high level manpower for regional industry through educating excellent global talents, raising position as a backbone city through strengthening the global educational service, preparing the base for regional internationalization, and planning long-term development through it could be accomplished in regional dimension.
