대학생 학자금 이중지원 방지제도의 현황과 주요 특징

Comparison of the Systems for Preventing Duplicate Payments of College Student Financial Aid among South Korea, US, and UK

이 연구는 대학생 학자금 지원제도의 실효성을 높이기 위한 수단으로 시행되고 있는 우리나라 학자금 이중지원 방지제도의 개선방안을 모색하는 데 목적이 있다. 이를 위해서 미국의 학자금지원 한도액 초과 금지제도와 영국의 학자금 기망방지제도의 현황과 주요 특징을 분석하고 우리나라 제도 개선에 주는 시사점을 고찰하였다. 주요 결과를 정리하면, 첫째, 대학생 학자금 이중지원 방지제도는 본질적으로 학자금 지원제도를 보다 효과적으로 운영하기 위한 수단임을 주목하고, 제재대상 한도액 설정기준을 등록금에서 총 교육비(등록금+기본교육활동비)로 확대하되 학생의 경제적 여력을 고려하여 차등적 규제방안을 적용할 필요가 있다. 둘째, 이중지원을 포함한 학자금 부정수급 문제를 체계적으로 관리하기 위해서는 범정부 차원에서 정보공유시스템을 구축하여 운영할 필요가 있다. 셋째, 학자금지원 조직 내에 위험관리 전담 조직을 구성하고 관련 전문가를 고용하는 등 행정관리력을 향상시킬 필요가 있다. 넷째, 사전교육을 통한 책임문화 확산과 사후관리에 대한 부적 체벌을 강화할 필요가 있다. 다섯째, 대학의 반환 책임 권한을 강화하되 효율성을 높이기 위해서 전자납부 시스템을 구축하여 운영할 필요가 있다.

This study aims to explore the improvement of systems for preventing duplicate payment as a means to enhance the effectiveness of college student financial aid. To do this research, the Preventing System of Duplicate Payments in South Korea was analyzed by being compared with the Overaward-banned System in the US and the Anti-fraud System in the UK. The results of study are as follows: first, the criteria to decide whether or not duplicate payment must be improved toward reflecting students' economic status and total educational costs. Second, in order to manage the improper payments more systematically, the government must build up the information sharing system among relative institutions. Third, the authorities must make an advancement in their administration capabilities. They should enlarge the relevant department or team and hire financial aid advisors and experts who can manage risks. Fourth, there is a need to spread a culture of accountability by promoting the system more and giving sanctions against duplicate receivers. Finally, the authorities must introduce the electronic repayment system in order to improve the efficiency of the return process.
