미국 대학기관연구(Institutional Research)의 발전과 대학조직 관리에의 시사점

A Study on the Development of Institutional Research of the U.S. and Its Implication to the Organizational Management of the Korean Universities

이 연구는 미국 대학들이 발전시켜온 대학기관연구(institutional research)의 전개과정과 운영 실제 등을 조직과 수행기능을 중심으로 고찰하고, 한국 대학과의 비교를 통한 시사점을 제시하는 데 목적이 있다. 역사적으로 3단계에 걸쳐 발전된 대학기관연구는 대학의 기획, 정책개발, 자원배분, 관리 및 평가 등 거의 모든 영역에 걸쳐 고도의 의사결정에 필요한 과학적ㆍ분석적 정보를 제공하기 위하여 운용되고 있으며, 대학 별로 다양한 조직과 기능 부여를 통해 미국 대학의 경쟁력을 높이는 중요한 조직적 기반으로 활용되고 있다. 한국 대학은 이러한 대학기관연구 유사 기능을 대체로 분산적, 중복적, 임시적으로 수행하는 경향이 강하고, 따라서 그 운영의 효율성에도 의문이 제기된다. 이러한 점에서 대학기관연구는 급변하는 학령인구 감소와 재정조달의 어려움에 직면한 한국 대학 조직을 합리화ㆍ과학화시키고, 대학운영의 자율성과 수월성을 확보하는 동시에 한국 고등교육 조직분야 연구를 활성화시킬 수 있는 하나의 계기가 될 수 있을 것으로 기대된다.

This study is to explore the concept and functions of institutional research of the U.S. and its implication to the organizational management of the Korean Universities. Historically, there have been three stages to the development of institutional research, and the functions of American institutional research covers all areas of university management, which need high quality of decision-making, i.e. planning, policy development, resource allocation, organizational management and assessment. This kind of institutional research has been working as one of the driving forces for enhancing the American university competitiveness. This institutional research also have various utilities for the Korean University management. For example, it may stabilize the organizations facing fluctuant environment, enhance organizational competitiveness, and activate university organization research. Based on the above discussions, some implications are suggested.
