Therefore, effective measures need to be taken to solve the problem, such as to perfect the relevant legal provisions of pollution charge, improve the quality of fuels, develop city scale in a reasonable way, speed up the construction of forest city, encourage coal energy structure reform under the supervision of specific regulations and improve the standard of industrial emissions.
