The purpose of this study is to examine the English textbook selection process in elementary schools, and develop the practical evaluation criteria which teachers use to select government-authorized English textbooks. A survey and an in-depth interview were conducted to gain insight into how teachers view the textbook selection process and assess their needs on evaluation criteria. Information gathered from the needs assessment and research review were used to set up ideal evaluation criteria. The results of the study confirmed that textbook evaluation checklist should include items that can evaluate content level appropriateness as an elementary school English textbook. It was also found that it is important to develop discriminative evaluation criteria to get reliable evaluation results. Finally this study suggests that enough time and opportunities should be given to evaluators to discuss and get close access to target textbook materials. It is suggested that, a teacher training program and a web community to share the information about textbooks will be developed.
