건강검진사업의 장애영향평가 적용에 관한 연구

A Study on Applying Disability Impact Assessment for Health Screening Program

본 연구에서는 장애인 건강의 중요성이 높아가고 있는 가운데 건강검진사업에 장애영향평가를 적용해 보았다. 건강검진사업의 목적은 모든 국민이 건강위험요인과 질병을 조기에 발견하여 치료를 받기 위한 것으로 장애인의 건강을 주기적으로 검진하여 건강을 관리할 수 있는 기회를 제공하는 사업이다. 지금까지의 건강검진사업은 성별, 연령별, 지역별 등으로만 수검률을 파악하고 있으나 이를 장애인 복지 정책차원에서도 논의되어야 할 필요성이 대두되고 있다. 따라서 국가 사회정책의 효과가 장애인과 비장애인에게 공평하게 전달되고 있는가를 분석하기 위한 도구로 개발한 장애영향평가 분석틀을 활용하여 현재 실시하고 있는 건강검진사업이 장애인과 비장애인의 접근기회가 동등한지, 특히 일반건강검진에서 이들 간의 수검률의 차이가 있는지 등을 분석하였다. 본 연구에서는 국내 최초로 장애주류화의 관점에서 장애영향평가를 소개하고, 장애영향평가 분석틀을 개발하였다. 이를 토대로 건강검진사업에 있어 장애인 관련성, 장애인당사자주의에 입각한 정책결정과정, 정책결과 수혜 및 영향의 장애 평등성 등을 분석하였으며, 그 결과에 따라 건강검진사업의 장애주류화를 위한 정책방안을 제시하였다.

This study conducts a disability impact assessment for evaluating the policy of a health screening program in a scenario where the importance of health of disabled populations and national health screening program is growing. The health screening program is a business, which provides a chance for those with disabilities to manage their health by checking their health status regularly, with the purpose of helping people to detect health risk factors and disease early and to treat them. However, although the health screening business until now has understood health examination reception rate by gender, age, and region, there is a need for providing such a program on a disability welfare policy level. Therefore, this study uses a disability impact assessment tool developed to evaluate whether or not the health screening business has an equal impact on those with and without disabilities to analyze the fairness of access to current health screening business opportunities and especially, the difference in the reception rate of general health examination between the two categories. The study conducts a disability impact assessment from the viewpoint of disability mainstreaming and develops a disability impact assessment tool for the first time in South Korea. Based on this, the relevance of a health screening policy to people with disabilities, the policy-making process based on their willingness to participate, and the fairness of policy benefits and outcomes are analyzed. Finally, policy measures for disability mainstreaming in a health screening program are suggested in this study.
