시ㆍ청각장애인의 문화예술 접근성 연구

A Study on the Cultures and Arts Accessibility of the Blind-Deaf -Focused on the Performing Arts Accessability-

이 연구는 시ㆍ 청각장애인의 문화예술 접근성에 관심을 두고, 특히 이들이 공연예술의 기본적인 정보에 접근하면서도, 고유한 감각경험을 이용해 장애가 없는 사람들과 다른 방식이지만 미적인 체험을 동등하게 향유할 수 있는 방안을 탐색하고자 하였다. 이를 위해 시ㆍ 청각장애인 6인에 대한 심층 인터뷰를 진행하였으며, 공연예술 영역에서의 국내외 사례를 검토하였다. 연구 참여자들은 수화통역, 자막, 화면 해설 등의 기본적인 접근성이 보장된다는 전제 하에서 고유한 감각을 극대화해서 공연을 관람할 수 있도록 접근성 개념이 확장되어야 함을 주장하였다. 이를 위해 장애영역 내에서도 사용하는 언어나 감각에 따라 개별화된 접근이 필요하다. 또한 시각장애인의 경우 촉각을, 청각장애인의 경우 이미지와 진동을 이용해 공연에서 얻을 수 있는 정보의 양을 확대하는 동시에 미적 체험을 극대화하고 있는 국내외 사례를 제시하였다. 연구 결과를 바탕으로 규범과 실천의 영역에서 다음을 제안한다. 첫째,'장애인차별금지법'제2조 문화예술에서의 차별금지 조항은 문화예술의 특수성을 반영한 구체적인 하위법령을 마련하여야 한다. 둘째, 실천적 측면에서 공연접근성 문제를'물리적, 정보적 소외'에서 나아가'예술적 체험에 대한 소외'로 이해하여야 한다. 셋째, 장애인의 접근성 확보를 위해 다양한 실천을 모색하는 예술가ㆍ 예술단체가 출현할 수 있는 기반이 마련되어야 한다.

This study explores how to help them have an access to the basic information of art performances while enjoying the same aesthetics experiences through their own sensory experiences. For this purpose, we had in-depth interviews with six people with visual or hearing disability, and reflected domestic and foreign cases in the field of disability art. The interviewees suggested that the concept of accessibility should be extended to help enjoy the performances through maximizing their own senses. In addition, we suggested cases that not only increase the amount of information from performances but also maximize aesthetic experiences through sense of touch for the blind and images and vibrations for the deaf. Based on the result of the study, we suggest as follows. First, the anti-discrimination provision for culture and art in Article 2 of 'Anti-Discrimination for Persons with Disabilities Act' should legalize separated enforcement ordinance which reflect the characteristics of culture and art. Second, the issue of accessibility to performances should not be understood as 'physical alienation' but 'alienation from art experiences'. Third, it is necessary to provide a foundation to help artists and art communities emerge who can seek for various practical ways to secure accessibility of person with disability.
