지방자치경찰제에 있어서 민간경비의 역할

The Roles of Private Security for Municipal Police System

우리나라에서 지방자치제가 전면적으로 실시된 지가 20여년이 되어 가고 있다. 그동안 정치, 경제 등의 모든 분야가 지방분권화시대에 맞추어 변화하고 있으며 경찰조직 및 운영에 대한 요구도 거세지고 있는 것은 예외가 될 수 없다. 한국은 국가경찰제를 중심으로 한 경찰제도를 운영하여왔고 치안서비스의 환경변화에 맞추어 2006년 7월부터 주민밀착형 치안서비스의 제공이라는 목표로 제주도를 중심으로 시범적 자치경찰제를 실시해왔다. 그러나 현재 여러 가지 요인으로 인하여 전면적인 자치경찰제가 시행되고 있지 못하고 이로 인하여 지방자치제하에서의 주민의 요구에 충분히 부응하고 있지 못한 것이 실정이다. 그러나 치안수요의 다양화 및 질적인 향상을 바라는 지방자치제의 측성상 주민의 요구에 부응하기 위해 어차피 시행되어 져야할 제도라면 자치경찰제의 실시 확대에 따른 민간경비의 역할 증대를 고려하지 않을 수 없을 것이다. 따라서 이 논문에서는 자치경찰제확대에 대비하여 민간경비의 상호협력방안을 살펴보고 민간경비업에 대한 의식전환, 법률적·제도적 보완책, 경찰과의 상호협력체제의 구축방안 등을 개략적으로 제안해 보았다. 여러 가지 한계로 말미암아 여기에서는 제시하지 못했으나 이와 더불어 자치경찰제에서의 민간경비의 현황과 실태를 더욱 구체적으로 파악하여 치안환경변화에 따른 대응체제구축을 통하여 자치경찰제에서의 민간경비의 활성화에 대한 구체적인 후속연구를 기대한다.

Recently, The need of public security in our society has increased rapidly due to the expansion of various crimes in their quality and quantity. However, the police which in charge of the prevention of the crime and the maintenance of the order in the front line exposed its limitation to han읻 even its own duty caused by the specialization of social function and the sudden increase of the demand of guards. The purpose of this study is to establish cooperation system between the municipal police and private security. Therefore the study suggests the necessity for establishing cooperstion system through private security. First, personnel supplementation of municipal police and private security is necessary. Second, advanced cooperation system model of municipal police and private security for crime prevention will be necessary. Third, at the side of awareness, municipal police and private security guards must be changed the thinking. At the study by using private security, Municipal police should make efforts to secure social safety and improve people's quality of life.
