교통유도업무 종사자의 근무와 교육 실태에 관한 연구

교통유도업무는 기본적으로 공사구간에서의 교통사고를 예방하는 업무가 많은 비중을 차지할 수밖에 없다. 따라서 교통유도의 작은 실수가 치명적인 대형 사고로 이어지지 않도록 국가가 인정하는 전문성을 가진 자에 의해 수행되어야 한다. 또한 교통유도업무는 관련 법령 개정, 교육체계 및 자격검정제도 운영 등의 제도적 장치를 마련하는 것도 중요하지만 안전의 중요성에 대한 담당자들의 인식이 무엇보다도 중요하다. 민간경비원(private security person)에게 생명과 재산 보호를 위탁하는 것은 경비업자의 안전책임에 대한 신뢰가 형성되었을 때 가능한 일이다. 교통유도업무 역시 공사구간 안전에 대한 교통유도경비업자의 책임감과 전문성 등에 신뢰가 형성되어야 이 제도가 정착될 수 있는 것이다. 따라서 이 연구에서는 교통유도업무 종사자들의 현장에서의 근무환경과 교육실태 인식을 분석하여 교통유도업무의 제도화 방안을 모색하고자 한다.

The traffic inducement basically focus on prevention of accidents. Therefore, to avoid significant accident that is caused a lack of competence, inducing traffic should be regarded as a nationally certificated system by officially-approved guides. Above all systems; the amendment, and the commitment by certification, the importance of safety should be kept in mind by its responsible managers, administrators, and guidance. It is only possible to be relied on safety for a private security person in charge of others’ lives and properties. The reliability from those who control it with responsibility and professional will settle the trustworthy system on the traffic inducement.
