고령범죄자 실태 분석 및 대응방안

Status Analysis and Countermeasures on Older Criminals

노인관련 범죄는 빠른 고령화로 인해서 노인들이 피해 대상자에서 가해자로 변해가는 추세로 많은 예측이 이루어지고 있다. 또한 잠재적인 가능성이 크기 때문에 이에 대한 대비는 더욱 필요한 시점이다. 본 연구는 2013년에 발생한 고령범죄자들의 범죄를 유형별로 구분하여 분석을 시도하였다. 경찰에서 제공하고 있는 범죄 통계를 활용하여 연구자가 재분석을 통해 연구를 진행하였다. 연구 대상의 연령은 65세 이상으로 설정하였다. 고령범죄자의 실태 분석은 성별, 연령, 직업, 범행동기, 정신상태, 재범 종류 및 기간을 중심으로 실시하였다. 분석 결과를 토대로 한 정책적 제언은 다음과 같다. 첫째, 고령범죄자에 대한 개별화된 접근이 필요하다. 둘째, 고령인구에 대한 법률 교육이 실시되어야 한다. 셋째, 고령범죄 전담부서의 구축이 필요하다. 넷째, 노인보호구역의 확대가 필요하다. 다섯째, 고령자보호 사회안전망 구축이 필요하다. 무엇보다 고령범죄자의 발생을 감소시킬 수 있고, 고령인구가 안전한 생활을 영위할 수 있도록 생활밀착형 서비스가 제공되어야 할 것이다.

The researchers were utilizing the crimes statistics provided by police, was studied through a reanalysis of the data. Age of the subjects was set to exceed 65 years. Analysis of the old age criminals were carried out mainly gender, age, occupation, motivation, mental condition, type of recidivism, duration. The policy suggestions based on the results of the analysis are as follows. First, the individualized approach is needed for the elderly crimes. Second, the legal education should be carried out for the elderly. Third, the construction of the department is required for the elderly crimes. Fourth, the expansion of protected areas is necessary for the elderly. Fifth, Constructs a social safety network is required for the elderly protection. Most of all, it is possible to reduce the occurrence of older criminals, and elderly will have to be provided the life service to be engaged in the safety life.
