An Examination of Institutional Reform in the WTO

This study examines institutional reform in the WTO. To analyze the WTO as a system, which accounts for the range of actors that can be involved in the work of the WTO, broadens the scope and richness of reform proposals than to understand the WTO as either an intergovernmental regime or international organization. Taking an interest in the range of particular WTO functions expands the scope for debate on the system as a whole, not just its negotiation and dispute settlement functions. The study argues that clarity as to the objectives of the WTO is a necessary prerequisite for WTO reform and proposals for WTO reform should respond to the empowerment of developing countries and sustainable development.
