Clean Development Mechanism (CDM) allows developed nations with greenhouse gas emission reduction commitment under the Kyoto Protocol to implement an emission-reduction project in developing countries and have the emission reduction credits recognized as its own. The sector of transportation accounts for approximately 20% in global CO emissions. Although it is regarded as a field that has a high need for support in developing countries, reviews of CDM projects in the field have been postponed due to uncertain performance measurement and the poor development of analytical techniques for effect measurement. One of the major support projects for developing countries, the railroad sector in particular, has a very small number of cases registered at United Nations Framework Convention on Climate Change (UNFCCC) as CDM projects and thus shows limitations with the implementation of CDM. This global situation is also the case in South Korea. This study thus set out to review the indicators and methodologies to measure project effects and explore their applicability to CDM projects in Korea as a way to expand CDM projects in the railroad sector, which is known to have great potential for emission reduction in the sector of transportation, as well as to examine all the improvement tasks for project expansion.
