사회투자시각에서 본 한국의 아동복지

Review of Korea's Child Welfare from Social Investment Perspective

It became evident that traditional welfare state is faced with shortcomings when coping with the new social risks brought by the massive socio-demographic and economic change of post industrial society. Social investment strategies have garnered attention as an effective alternative approach that can provide and protect children, who have been rendered more vulnerable due to unprecedented phenomena of record-low birth rate accompanied with instability of family and employment in rapidly aging society. Young children are regarded as human capital, the most effective investment target. Social investment strategies for children include child-centered income security, integrative early intervention program, and asset-based programs. In mid 1990s. Korea also adopted social investment perspectives into the paradigm of child welfare. Such examples include Dream Start and universal child-care system as early intervention, CDA as asset-based program, and Child-tax credit in 2015. All three programs are analyzed as social investment strategies, and implication for further studies are discussed.
