Exploring 'Locality' in Unification Education

통일교육이 통일에 무관심한 지역사회의 젊은 세대에게 효과적으로 전파되기 위해서는 중앙정부와 지역통일교육센터의 공동 노력이 매우 중요하다. 중앙정부가 체계적인 통일교육 운영 체제를 정립해야 한다면, 지역의 통일교육센터는 지역에 특화 된 콘텐츠를 개발해야 한다. 본 논문은 지역통일교육센터에 대한 설문조사를 통해 통일교육 콘텐츠 발굴에 대한 정책적 방향성을 제시하고 있다. 설문 결과, 지역통일 교육센터의 역할이 증대해야 하며, 지속가능한 통일교육 콘텐츠 개발 및 시행을 위한 정부 차원의 적극적 지원이 요구된다는 결론을 도출하였다. 논문은 지역별로 통일, 안보, 사회문화와 관련한 고유의 자원을 특화하여 체험-학습 맞춤교육 개발을 제안 한다. 이에 부산지역 통일교육센터가 진행중인 부산·경남 체험-학습 통일캠프의 사례가 유용하다고 본다. 또한 해당 센터가 기획한 부산역 통일기차체험관 제안 내용을 통해 지역통일교육정책의 지향하는 바를 분석하였다. 통일을 위한 새 시대의 사회구 성원에 대한 통일교육은 ‘지역밀착형’, ‘체험학습형’으로 추진될 필요가 있으며, 이러한 정책 방향성을 바탕으로 통일을 개인 삶의 친숙한 영역으로 끌어들여할 것이다.

Younger generations of Koreans are increasingly less interested in unification. Effectively educating these disinterested generations requires new approaches and better coordination between the central government and the Regional Unification Education Centers (RUECs). We survey seven RUECs to craft guidelines for new content development and policy recommendations regarding unification education. The survey results suggest that the government should empower the RUECs to develop region-specific, creative educational materials. The Busan RUEC's proposed 'unification camp' and the Unification Train Pavilion at Busan Station are two exemplary cases that integrate personal experiences with education and may serve as models for other RUECs. Unification education will benefit from such ‘region-specific' and 'experience-oriented' methods which, for younger generations, naturally blend unification topics with the familiar.
