Neoliberalism and Economic Democratization : The Discursive Impact of the Understanding of the Asian Financial Crisis

이 논문은 1997년 동아시아 금융위기에 대한 지배적인 해석이 현재 한국의 경제민주화 논쟁에 지속적으로 미치고 있는 영향에 대해 분석하고자 한다. 동아시아 금융위기에 대한 담론적 구성 과정에서 김대중 정부는 국제통화기금(International Monetary Fund)의 정실 자본주의(crony capitalism) 논의에 기초하여 신자유주의적 경제구조조정과 민주화를 성공적으로 결합시켰다. 김대중 대통령의 담론은 신자유주의적 경제제도변화를 “민주주의와 시장경제의 동행 발전”이라는 이름으로 정당화했고, 이를 통해 그 이후에 한국에서 경제민주화를 이해하는 방식에 지대한 영향을 미쳤다.

This paper examines the lingering influence of the dominant interpretation of the Asian financial crisis on the debates on economic democratization. In the process of the discursive construction of the Asian financial crisis, based on the crony capitalism argument of the International Monetary Fund, the Kim Dae Jung government succeeded in associating neoliberal economic restructuring with democratization. President Kim Dae Jung’s discourse justified neoliberal economic institutional change in the name of the parallel development of democracy and the market economy, significantly influencing the way economic democratization has been understood in Korea.
