중국의 군사력 증강과 지역 및 한국의 안보

China’s Military Build-up and Its Implications for Regional and South Korean Security

중국이 군사대국으로 부상하고 있다. 중국은 국가주권과 안보, 영토보전과 관련한 핵심이익을 수호하기 위해서, 국내적으로 분리주의 세력 척결 및 극단주의에 의한 테러리즘 대응을 위해서, 그리고 미래 정보화전쟁에서 승리할 수 있는 강군 건설을 위해 군사력을 현대화하고 있다. 중국의 군사력 현대화는 궁극적으로 동아시아 지역에서 미국과의 전략적 경쟁을 구성한다는 측면에서 장기적 관점에서 진행되고 있지만 당장 중국의 전력증강이 지역 및 한반도에 미치는 영향을 무시할 수 없다. 이미 중국은 군사적 자신감을 배경으로 동중국해 및 남중국해 해양영유권 분쟁에 대해 단호한 조치들을 취하고 있으며, 2014년 한 해 보여준 베트남 EEZ내 석유시추나 남사군도 일대에서의 인공섬 건설은 매우 도발적인 행동으로서 주변국들의 우려를 고조시키고 있다. 한반도에 대해서도 중국은 유사시 군사개입 능력을 강화함은 물론, 평시 THAAD 배치 문제와 같이 한미동맹 문제에 대해서도 적극적으로 개입하기 시작했으며, 향후 주한미군 문제나 한미일 안보협력 움직임에 대해서도 모종의 압력을 넣을 개연성이 높아지고 있다. 이에 대해 한국은 당장 중국의 군사력을 냉정히 평가해보고 중국군의 한반도 작전능력을 분석하여 대비하는 한편, 외교적으로는 한중관계와 한미관계를 조화롭게 발전시키기 위한 원칙을 수립하고 한반도 문제를 주도적으로 이끌어 나갈 수 있는 역량을 키워야 할 것이다.

China is a rising military power. It has modernized its military to protect core interests of national sovereignty, security and territorial integrity, to counter the threats of separatism, extremism, and terrorism, and to build forces that can win in informationized warfare. Even though China’s military modernization will be a long process insofar as it is locked in a strategic rivalry with the United States in East Asia, the PLA’s enhanced capabilities have raised concern about stability among regional states. Confident of its military power, China became more assertive in maritime territorial disputes in the East China Sea and the South China Sea, provoking incidents in Vietnam’s EEZ and constructing artificial islands within the Spratly Islands. With much improved military capabilities, China can not only intervene militarily in case of war on the Korean Peninsula or collapse of the North Korean regime, but can also pressure the South Korean government not to introduce the THAAD missile defense system or to not get actively involved in US-South Korea-Japan trilateral security cooperation. South Korea should assess the PLA’s military power and analyze its operational capabilities on/around the Korean Peninsula, and prepare for military conflict. In addition, South Korea should refine its diplomatic principles to develop relations with China and the US at the same time, and enhance its diplomacy to introduce Korean issues into international society.
