7차 교육과정과 2009 개정 교육과정 정치단원의 참여 내용 분석

본 연구는 사회과교육에서 7차 교육과정과 2009 개정 교육과정에 따른 정치교과서에서 정치참여 단원이 구성하고 있는 비중을 분석함으로써 학교 교육을 통해 학생들이 올바른 정치참여를 할 수 있는지를 탐색한 연구이다. 분석대상은 7차 교육과정의 정치교과서 4종과 2009 개정 교육과정의 법과정치 교과서의 정치단원의 참여 내용 분석이다. 정치참여 단원의 구성을 살펴보기 위해 단원의 구성 및 단원별 분량을 통해서 정치참여 영역의 비중 및 중요도를 살펴보았다. 또한 교과서 구성 중 정치참여 단원이 자치하고 있는 비중을 알아보기 위해 페이지 수와 정치참여 단원에서 정치참여 단어의 사용 빈도수와 문장의 비중을 분석하였다. 분석결과는 다음과 같다. 첫째, 정치교과서가 2009 개정 교육과정에서 법과 정치로 재구성되면서 정치단원의 비중이 현저히 줄어들어 학생들로 하여금 지식을 습득하여 올바른 정치참여의식을 함양시키기에 어려움이 있을 것으로 예견된다. 둘째, 참여에 관한 교육이 기초적인 지식과 단조로운 내용으로 서술되어 학생들에게 단순 암기와 지식만을 전달할 뿐 시민참여에 대한 교육이 미흡해 보인다. 사회과 교육에서 참여에 대한 관심과 중요성에 비추어 볼 때 실제 학교현장에서 참여관련 학습은 매우 중요하다. 따라서 사회과교육에서 정치참여 인식의 함양을 위한 개선 방안으로는 교과서 구성을 주입식 학습보다는 탐구활동이나 열린 과제를 통하여 학생들이 자기 주도적으로 학습할 수 있도록 보완하는 게 필요하다. 무엇보다 장차 정치에 참여하는 학생들로 하여금 합리적인 판단 능력과 주인의식을 갖고 정치에 참여할 수 있도록 교과서의 비중 확대가 필요하다는 시사점을 갖는다.

In this study, the proportion of the political participation unit in the politics textbook in the Seventh Curriculum and that in the 2009 Amended Curriculum were compared in order to examine whether students will be able to engage in proper political participation through school education. The subject of analysis included four types of politics textbooks of the Seventh Curriculum and the politics lesson in the Law and Politics textbook of the 2009 Amended Curriculum. To examine composition of the political participation unit, the proportion and importance of the unit in the lesson composition was studied. Also, to examine the proportion of the political participation unit in the textbook composition, the number of pages, and frequency of the word political participation and proportion of sentences in the unit were analyzed. The result is as follows: first, after the politics textbooks have been reorganized as Law and Politics according to the 2009 Amended Curriculum, the politics lessons have been substantially reduced. Therefore, it is expected that students will have difficulty with obtaining proper knowledge and grow awareness for proper political participation. Second, the content related to political participation is written in basic knowledge and simple descriptions, which only deliver simple knowledge to students and is inadequate to teach them about civil participation. Considering the interest in and importance of participation in the social studies education, participation-related education in schools is very important. Therefore, to improve awareness of political participation in social studies education, the textbook needs to be supplemented so that students can have self-directed learning through inquiry activities and open assignments. Most of all, the lesson must be expanded in the textbook so that students can participate in politics with more rational judgment and ownership in the future.
