This study discussed the ubiquitous city(U-City) policy issues in terms of the concept, urban planning schemes, and spatial changes for sustainable U-City. U-City has the architecture of service, technology, infrastructure, and management, which d is different from virtual or informational city. The major objects of a U-City planning comprises: forecasting futuristic society; inducing U-City services to meet society and citizens' needs, building the ICTs embeded physical mobile/built infrastructure and environment for ubiquitous computing; planning the U-City spatial structure and land use; and managing the U-City and its planning process. U-City induce the institutional changes from the fixed zoning system to the mixed and transitional U-City zoning system due to changes of U-City accessibility and spatial structure. U-City planners ultimately focus on developing ubiquitous computing environments so that people, objects, buildings, urban infrastructures, and places in cities could simultaneously communicate with each other. This communication helps in accessing crucial information and also improves the quality of life.
