An Study on the Taiwanese Small and Medium Enterprise Support Legislation for Youth Foundation

The current Korean government has set up ‘creative economy’ as a strategic goal from the beginning, put forward job creation, economic renewal and growth as part of overcoming youth unemployment, and positively provides governmental and non-governmental supports to vitalize youth foundation, but still has a long way to go in terms of effectiveness. Thus, this study introduces the relevant legislation of Taiwan where the small and medium enterprise-based foundation is in high spirits. Korea and Taiwan traditionally lack resources and have a similar industrial structure such as the export-oriented economic structure and high level of dependence on foreign sectors, but Korea has grown as the conglomerate-centric economic structure, while Taiwan has driven development policies highly regarding the stable growth of economy and national welfare and achieved the small and medium enterprise-centric growth of economy. Taiwanese young people are also difficult to get a job, and although they are employed, their wage is not enough. In this reality, the Taiwanese government often holds events related to foundation such as the foundation idea contest to encourage youth’s foundation, and moreover, the government opens the age of one-man business and solidifies their realization of foundation by supporting them with policies and legislation. In addition, it thoroughly classifies the required items and very concretely and minutely prescribes targets for foundation fund, principal sum of loan, interest rate, redemption period, scale of startup business and targets of ban, to help youth found companies actively. Besides these, it helps successfully lead foundation through a variety of education programs from the process of preparation for foundation to after foundation, all of which are conducted on the basis of the one-stop system and managed thoroughly by the Small and Medium Enterprise Administration of the Economic Ministry. As the investment funds in the internationalization of strategies for foundation and R&D are also properly subsidized by government under the name of the foundation loan, the door of application for foundation fund is also widely opened. Furthermore, by finding and citing for excellent startup businesses, it more raises the heat of youth’s foundation and increases effectiveness of foundation policies. As the world economy recovers recently, our conglomerates are also achieving hugh business performances. However, these performances are realistically considered as the feast only for conglomerates, there is the public uproar over the win-win relation between conglomerates and smaller enterprises. Therefore, for young people living in this land called as the sampo generation (generation who gives up courtship, marriage and childbirth) and in the high rate of youth unemployment, if we consult Taiwan, which is known as the paradise for small and medium enterprises with government’s positive support and the heat of foundation added under the small and medium-centric economic structure, Taiwanese policy for the small and medium business promotion, such as the support for youth’s foundation and the relevant laws, would provide good implications for us to help young people found a business, grow as strong and healthy businesses, raise the rate of employment and contribute to the economic growth.
