세습문제와 건강한 목회직 승계(Pastoral Succession) 리더십

목회세습 금지의 성경적 근거란 목사직은 세습(hereditary succession)직이 아니고 소명직이다. 교의학적 근거란 목회직은 소명직(召命職)로서 영적 계승이라는 것이다. 교회사적 근거로는 11세기 그레고리 7세 개혁 이후 성직자의 독신 규범 채택으로 인한 주교좌성당 세습 단절이다. 세습은 '사교회화'(私敎會化)의 전형이다. 세습관행은 교회 공동체보다는 자기 혈육 위주로 생각하는 세상적 사고다. 세습금지는 시대적 요청이다. 금지법 보다 더 중요한 것은 건강한 목회자 승계를 위한 제도적 조건을 마련하는 일이다. 이는 첫째, 교회의 공공성 확립, 둘째, 목회자의 높은 윤리성, 셋째, 제도적 장치를 하는 것도 필요하다. 제도적 장치로는 첫째, 공공기관에 의한 감사 실시, 둘째, 교회 재산권을 제도적으로 총회 이전, 셋째, 교회법 제정, 넷째, 공적 청빙 절차: 지식사회학적 이해, 다섯째, 은퇴목사에 대한 은급 제도도 확보되어야 한다.

The Biblical ground for the prohibition of hereditary succession in ministry is that ministry is not a hereditary succession but an office of calling. The doctrinal ground is that ministry is a spiritual succession as an office of calling. The church historical ground is the prohibition of hereditary succession in the cathedral church due to the implementation of the clergy's celibacy ordinance since the reform of the pope Gregory VII in the 11th century. The hereditary succession is the exemplar case of the privatization of the church. The custom of the hereditary succession is the worldly thinking to think one's blood relative-oriented rather than church community-oriented. The prohibition of the hereditary succession is a today's request. More important is to prepare for the condition of system for sound succession of the pastoral succession. First, the establishment of the publicity of the church, the high ethical mind of the pastor, third, the system setting are needed for it. For system setting are secured firstly the inspection by the public organization, secondly, the moving the property right to the general assembly, thirdly, the setting up the church law, fourthly, the public recruitment, the system of the pension for the retired pastors.
