Kingdon의 다중흐름모형을 적용한 대학구조개혁 정책변동 분석

An Analysis of Policy Change in University Restructuring using Kingdon's Multiple Stream Framework

본 연구의 목적은 정책형성과정의 비합리성에 주목한 Kingdon의 다중흐름모형을 활용하여 현 정부의 대학구조개혁 정책형성과정을 분석하고, 현재의 정책이 이명박정부의 사립대학구조개혁 정책에서 변화를 이룬 만큼 그 정책특성을 정책변동차원에서 파악하는 것이다. 이를 위해 지난해 12월 교육부가 발표한 '2015년 대학구조개혁평가 기본계획(안)'을 정책산출물로 상정하였고, 현 정부 출범이후 지난 2013년부터 대중에 공개되었던 정부정책자료, 신문기사, 관련 지표 및 통계자료, 교육부 보도자료, 관련 의안 등의 자료를 수집하여 이를 분석하였다. 정책형성과정을 분석하기 위하여 다중흐름모형(MSF)을 적용하였으며, 현 정부의 정책이 이전 정부의 대학구조개혁정책에서 어떻게 변화되었는지 그 변동특성을 파악하기 위해서 정책변동유형론을 활용하였다. 분석결과, 대학구조개혁정책이 형성되는 데 있어 상대적으로 큰 영향력을 미친 MSF의 흐름은 '정치의 흐름'인 것으로 파악되었고, 전체적인 정책형성과정에서 현 정부의 정책은 충분한 소통이 결여되었을 뿐만 아니라 관련 법안의 법제화 문제가 선결되지 않음에 따라 비합리성을 드러낸다고 볼 수 있다. 또한, 현 정부의 정책은 이명박정부의 대학구조개혁정책 목표에서 크게 벗어나지 않으나 기본적인 정책특성이나 추진 방법 등에서 변동이 일어남에 따라 '선형형의 정책승계'특성을 나타내는 것으로 볼 수 있다.

The purpose of this research was to analyze the current administration's policy making process in university restructuring using Kingdon's Multiple Stream Framework(MSF), and to understand characteristics of the current higher education restructuring policy using Policy Change Type theory. For this purpose, 'Basic plan for 2015 university restructuring evaluation' by the Ministry of Education(MOE) was analyzed as the policy output. We utilized the data including government documents, newspaper articles, related statistics, press release by MOE, and related bills, which were released to the public from 2013 to early 2015. As a result, among MSF stream, 'stream of politics' had relatively a strong influence in making university restructuring policy. In overall policy making process, the current administration's higher education restructuring policy not only lacks sufficient communication with public but also presents irrationality as legislation of related bill has not been settled beforehand. Also, the current administration's university restructuring policy shows the characteristics of 'linear policy succession' in policy change type.
