Neoliberalism and community welfare in Italy Local differentiations in response to the crisis with a focus on the Lazio region

본 연구는 이탈리아 사례를 검토하여 최근 복지예산 삭감으로 인해 사회서비스 분야에 어떠한 변화가 발생하였는지를 분석해보고자 한다. 이탈리아는 2008년 경제위기와 유럽연합의 신자유주의적인 재정 전략에서 압박을 받아 복지개혁을 실행하는 데에 있어서 커다란 한계점이 있었다. 그 결과로, 중앙정부에서부터 적절한 재정 지원이 결여한 상태에서 사회서비스에 대한 지방정부의 책임이 지속적으로 증가해 왔다. 따라서, 서비스를 전달하는 단계에 있어서 전략이 있어야 지역사회의 복지욕구를 충족할 수 있기 때문에 전달체계의 차원이 중요해지고 있다. 본 연구를 통해서 이탈리아 사회서비스의 역사적인 발전과 라치오 주를 중심으로 하는 통계청 자료 및 실무자의 질적 인터뷰를 통해 지적할 만한 함의와 시사점들을 얻고자 한다.

This study aims to provide useful lessons from the Italian case and its recent changes in welfare reform in the field of social services. Italy has been severly affected by the European neo-liberal strategy of fiscal austerity and the 2008 economic crisis, that left little margin of manoeuvre in public welfare reform. As a result, responsibilities for local governments in community welfare increased without adequate support from the central government. This entails that strategies of service delivery adopted at the implementation level become crucial in determining whether social services in Italy will help communities meet their needs. This study aims to look for insights and learn from the historical process of social service delivery in Italy, by combining secondary data from the Italian statistics portal, and a few qualitative interviews based on the central region of Lazio.
