도시 및 주거환경정비사업의 공공관리제도 개선방안 연구

A Study on the Improvement of the Public Management System in Urban Renewal Project -Focused on Seoul city's Public Management System-

투명하고 공정한 도시및주거환경정비사업을 추진하기 위해 도입된 공공관리제도가 2010년 7월 전국 최초로 서울특별시에서 전격 시행된 지 5년이 지난 현 시점에서, 공공관리제도가 그 목표대로 재개발․재건축 등 정비사업에 순기능을 하고 있는지 또는 역기능을 초래하고 있는지 그 효과를 평가하여 개선점을 제시하는 연구는 매우 필요하다. 본 연구는 2015년 4월부터 5월까지 서울특별시 소재 조합·추진위 임원, 일반 주민(조합원), 관련 전문가, 공무원 등 다양한 이해관계자 500여명의 설문조사를 실시하여 공공관리제도의 현상황을 분석하고, 이를 바탕으로 정책적 시사점과 개선방안을 도출하였다. 연구결과, 공공관리제도가 서울시의 기대처럼 정비사업의 투명성, 효율성, 공정성, 특히 비용절감 효과를 가져오기 보다는 사업지연의 요소가 되고 있어 공공관리제도의 주민선택제로 전환하거나 폐지, 공공개입 모델의 다변화, 업무영역 재검토 등이 도출되었다.

1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to analyze the current situation of the public management system and to offer some ways to improve the situation. (2) RESEARCH METHOD This study is conducted by the crosstabs and anaysis of variance on the basis of focus group interviews with participant in urban renewal projects. (3) RESEARCH FINDINGS Despite the system’s intention to increase effectiveness, transparency, fairness and the cost-saving effect, on the contrary, it was seen as a part of the reason for some delay, rising costs and stoping project. 2. RESULTS Based on the analysis results, in order to improve the public management system, it is required to diversify public intervention model and reappraise the plan of urban renewal project. In addition to that, Reserving the right to choose if the participants of project want to proceed the project with public management system is needed.
