공공갈등 발생요인에 따른 갈등예방·대응지표 구축

A Study on Conflict Prevention and Response Indicators constructed in accordance with the Public Conflict Occurs Factors

본 연구의 목적은 공공정책을 원활히 수행하기 위해 갈등유발요인 분석을 통한 갈등 예방지표를 구축하고, 이를 통한 갈등정책의 조기대응의 역량과 정부 갈등관리 총괄기능을 강화하고자 한다. 갈등발생영역은 크게 가치와 인식요인, 경제요인, 제도와 절차요인, 정치 사회적 요인, 환경적 요인 등 다섯 가지 영역을 도출하였고, 다음 하위 항목을 각각 도출하였다. 첫째, 가치 인식요인에서 도출한 하위항목은 위험인식, 공공성, 정보인식, 기타항목이다. 둘째, 경제요인에서 도출한 하위항목은 보상, 경제와 관련된 편익 및 손실, 예산과 비용부담항목이다. 셋째, 제도와 절차요인에서 도출한 하위항목은 제도와 절차항목이다. 마지막으로 정치 사회적 요인과 환경적 요인은 하위항목을 별도로 도출하지 않고 세부갈등요인을 도출하였다.

The purposes of this study are to construct conflict prevention indicators through conflict factors analysis, enhance early response competencies and government conflict management functions. Five crucial dimensions of conflict are identified through a delphi study, including value or perceptual difference factor, economic factor, systemic or procedural factor, political-social factor, and environmental factor. Also, sub factors for each dimension are also chosen. First, value-perceptual difference factor include danger perception, public interests, information perception, and the others. Second, economic factor include compensation, economic benefit & loss, and the distribution of costs or reparation. Third, systemic or procedural factor include system and procedure. Last, political-social factor and environmental factor didn’t deduce sub factors, identified the details of conflict factor.
