보건의료 국가면허의 활용실태 및 고용구조 분석

An Analysis on the Utilization and Employment Structure of National Licenses in the Field of Health and Medicine

본 연구의 목적은 보건의료분야(6개 종목) 국가면허의 특성·활용실태 및 고용구조를 분석하고 이에 따른 문제점 파악과 개선방안을 도출하는 것이다. 본 연구의 연구결과를 요약하면 다음과 같다. 첫째, 보건의료분야 6개 종목은 의사 및 약사 면허에 비해 면허활용률이 상대적으로 낮게 나타났다. 둘째, 수요·공급분석 측면에서 방사선사 면허는 수요 감소로 인한 공급이 감소되는 종목인데 반해, 영양사 면허는 노동초과수요 종목이고, 치과위생사, 물리치료사, 간호사 면허는 수요와 공급이 동시에 증가하는 종목으로 나타났다. 셋째, 고용구조분석 측면에서 6개 종목의 면허는 임금근로자의 비율은 높고 평균 근속년수는 짧은 것으로 나타났다. 넷째, 소득 및 취업자 수 국제비교 측면에서 우리나라가 일본과 미국에 비해 낮은 것으로 나타났는데, 이는 높은 노동강도에 비해 경제적 보상이 낮고, 이에 따라 노동시장에서 조기 퇴직하는 근로자의 수가 많은 것에 기인한다. 이에 대한 해결방안으로 면허 전문성 제고를 위한 노력과 인력수급 강화 및 처우개선이 필요하다.

This study are analyzing the characteristics, utilization and employment structure of six areas of health and medicine and presenting the resultant problems and ways of improvement. The results are summarized as follows. First, the rates of license usage in the six areas were lower than those in the license of doctor and pharmacist. Second, in terms of demand and supply, the demand for licenses of radiograph experts decreases and this may results in a decrease of supply. Also, both demand and supply of the licenses for dental hygienists, physical therapists and nurses are increasing while the license for nutritionists has a problem with oversupply of labor. Third, in terms of employment structure, the licenses in the six areas presented two aspects of higher ratios of paid workers and shorter average years of service. Fourth, based on an international comparison of income and number of employees, the licenses for the six areas were lower in the Korea than those in Japan and USA. This increases the number of employees leaving their jobs early for a reason such as insufficient economic returns despite highly intensive labor input. It will be necessary to reinforce expertise and strengthen labor supply to solve this problem.
