산업별 안전문화 평가지표 비교 연구

A Comparative Study on Safety Culture Indicators : Focused on Aviation, Railroad, Nuclear Power Plant

우리는 복잡한 기술과 인간이 밀접하게 결합되어 있는 사회 기술 시스템(Socio-technical System)에서 살고 있다. 사고는 기계적인 결합으로 일어나는 경우도 있지만, 사람들의 무지, 무의식, 판단오류 등 잘못된 행동이 원인이 되어 발생하는 경우도 빈번하다. 이러한 인간의 잘못된 행동의 원인을 규명하기 위해 조직적, 사회심리적 관점에서 안전문화를 이해하려는 연구들이 다양한 학문 분야에서 시도되고 있다. 본 연구는 인간의 잘못된 행동을 유발하거나 원인이 될 수 있는 요인들에 대해 선행연구를 검토하고 안전문화 연구의 흐름을 파악하였다. 그리고 현재 항공, 철도, 원자력 산업에서 안전문화 평가·측정도구로 사용되고 있는 평가지표를 비교연구를 함으로써 안전문화를 조성하는데 영향을 주는 구성요인들을 도출하였다. 이를 통해 안전문화 평가지표의 구조적 특징과 공통의 6가지 요인들을 선별할 수 있었으며, 산업 및 조직적 특성에 따른 안전문화 평가지표의 특징들도 발견할 수 있었다. 산업별 안전문화 평가지표는 직무와 연계하여 세분화될 수 있으며, 공공과 산업안전을 지키는 정책적 수단이 될 수 있다.

We are living in a socio-technical-system where complex technologies are in close contact with human beings. While accidents occasionally occur due to mechanical defects, there are many accidents that are caused by improper human behaviors, such as ignorance, unconscious actions and wrongful judgment. In order to investigate the causes of such improper human behaviors, research to understand safety culture from organizational and social psychological perspectives are being attempted across many academic disciplines. Accordingly, this study has examined previous studies for factors that may induce or cause improper human behaviors as well as the trends in safety culture research. Additionally, this study conducted a comparative analysis of the assessment indicators currently being used as safety culture assessment measurement tools within the aviation, railway and nuclear energy industries in order to categorize the key components that affect the creation of safety culture. This study was able to identity structure of safety culture assessment indicators, six common factors, and characteristics of safety culture assessment indicators. Also, the industrial safety culture assessment indicator can be fragmented according to industry and organizational characteristics and will be a tools for securing the public and industrial safety and prosperity.
