정책결정이 정책집행에 미치는 요인에 관한 연구

An Analysis of the Effects of Policy-Making on Implementation : Focused on the Renovation of Cheonggecheon and Hangang Renaissance Projects

지방자치단체장을 주민투표로 선출한 이래 지방정부차원에서 추진한 많은 사업들이 집행과정에서 지방자치의 자율성 부여라는 명분보다는 정치적 목적이나 선심성 사업으로 추진되고, 지방자치의 기본정신과 공공의무를 저버린 무분별한 사업집행으로 비교적 탄탄한 재정적 기반을 가지고 있던 자치단체들마저도 어려움을 겪고 있다. 상징적 사업에서부터 수익성 사업이나, 또는 제도개혁에 이르기까지 다양한 정책으로 추진된 자치단체의 사업들이 여러가지의 제도적 한계를 가지고 있음에도 불구하고 시간이 경과함에 따라 점점 양적으로 팽창되어 가고 있는 것이 사실이다. 본 논문은 정책결정-집행의 정책과정에서 정책결정이 집행에 미치는 연결요인이 무엇인지 살펴보고, 최근 서울시에서 추진한 청계천복원사업과 한강르네상스사업 사례에서 어떤 영향을 미치는지 분석하고자 한다.

Since the election of the heads of local governments by popular votes, numerous policy initiatives have been put into progress. However, in the process of their execution, unlike intended drive based on autonomy, the policy initiatives have been abused for political goals and bounties, and ultimately have forsaken core values and the public duties of the local government. Hence, these bounty and politic-driven businesses have comparably been struggling in its financial aspects. These bounty and politic-driven businesses include a variety of different kinds of businesses. The variety ranges from symbolic businesses to ones that involve a significant budget, profit-based business, to ones that involve system reform. Even though such various autonomous businesses of local governments are facing institutional limitations, the autonomous businesses are observed to increase in quantity with time. This paper observes how the factors of process of policy-making and its execution affects the execution itself by application and analysis of the Cheonggecheon and Hangang Renaissance projects which are two of the most representative policy businesses with clear success/failure results initiated by the Seoul Metropolitan Government.
