그린 전자무역구현에 따른 일본 제5차 NACCS의 문제점과 개선방안에 관한 연구

A Study on the Problems and Solutions of the Fifth NACCS in Japan for the Realization of Green e-Trade

NACCS는 수출입ㆍ항만관련 통관정보처리시스템을 말한다. 2003년 10월에 독립행정법인이 되기 전에 1977년 10월 NACCS 운영조직이 인가법인으로서 민ㆍ관 합동으로 설립되었다. 그리고 수출입 항만관련정보처리센터주식회사(NACCS센터)는 2008년 법령 제46호 전자정보처리 조직에 따른 세관절차에 관한 특별한 규정의 부분 개정에 기초하여 2008년 10월 1일 현재의 이름으로 새롭게 설립되었다. NACCS센터는 NACCS를 운영하고 NACCS의 운영과 관련된 프로그램의 개발과 수정 및 기타 서비스의 제공 등에 종사하고 있다. 따라서 본 연구는 NACCS의 역사와 현재의 상황을 다루고 본 연구의 목적은 일본에서 그린 전자무역을 구현하고 관련절차를 유연하게 하기 위해 NACCS의 문제점과 해결방안을 연구함으로서 일본의 그린전자무역의 발전에 기여하는 것이다.

NACCS is a system for electronic processing of import and export related services. Nippon Automated Cargo Clearance System Operations Organization was established Jointly by the public and private sectors as an authorized corporation in October 1977 before becoming an incorporated administrative agency in October 2003. And Nippon Automated Cargo and Port Consolidated System, Inc. (NACCS Center) set out anew under its current name on October 1, 2008 on the basis of the Act for Partial Revision of the Act on Special Provisions for Customs Procedure by Means of Electronic Data Processing System (Act No.46 of 2008). NACCS Center manages NACCS and engages in the development and modification of program and other services involved in the running of NACCS. Thus, this paper deals with the history and current situation of NACCS and the purpose of this paper is to contribute to the development of Japanese e-Trade by studying the problems and solutions of NACCS to streamline the realted procedures and realize green e-trade in Japan.
