The Impact of the U.S. Sanctions on Humanitarian Aid toward North Korea

미국의 제재조치가 북한의 인도주의적 원조에 미치는 영향

본 연구는 이용 가능한 데이터에 근거하여 북한의 경제 및 국제사회의 인도적 지원에 실질적인 제재의 영향을 검토하고, 북한에 대한 경제 및 인도적 지원의 주요 동향을 분석 하고자 수행 되었다. 한국 전쟁이후 북한에 대한 경제적 제재는 오랫동안 미국 외교 정책의 유용한 도구가 되어 왔다. 최근 우리는 미국 주도하에 정치, 경제, 문화교류에 대한 다양한 제재를 목격 하였다. 대북경제 제재가 북한과 관련하여 미국이 원하는 목표를 달성하는 효과성이 있는 지에 대한 논쟁이 있다. 북한에 대한 포괄적 제재는 북한의 취약계층에 직접적인 영향을 미친다. 비록 국제사회의 인도주의적 지원이 있다 할지라도 미국 주도의 경제제재는 경제적 충 격과 사회적 혼란의 주 원인으로 작용할 수도 있다. 남한에 대한 적대행위, 핵무기개발, 불법무기 확산의 맥락에서 제재가 가해지고 있지만, 북한에 대한 제재는 국제사회가 수용 가능한 인도주의적인 법을 적용해야 할 것이다. 정기적으로 북한의 식량부족과 대량 기아 의 가능성이 언론에 보도 되고 있고, 북한의 핵무기개발 위기 때문에 국제사회의 대규모 인도적 지원이 계속해서 감소하고 있다. 결론적으로 북한에 대한 제재가 북한 주민들 특히 취약계층의 생존에 중대한 위험요소이며, 심각한 사회 및 경제혼란의 원인이라고 분석되었다. 우리는 북한에 대한 제재의 영향이 심각한 경기침체와 사회적 빈곤을 유도하고 인도주의의 위기를 유발할 수 있다고 판 단한다.

Sanctions have long been a useful tool of U.S. foreign policy. In recent years, we have witnessed a significant increase in the use of targeted sanctions. Even if there is an argument about whether economic sanctions could help to achieve desired goals in relation to North Korea, comprehensive sanctions cause economic shocks and social disruption on a scale that cannot be mitigated by humanitarian aid, affecting vulnerable populations. Although sanctions are imposed in a context of hostilities and the use of force, international humanitarian law must apply. Regularly, North Korean food shortages and the possibility of mass starvation appear in the media. Large-scale external aid continues to decrease because of the nuclear crisis. This paper reviews the impact of comprehensive sanctions on North Korea economic and humanitarian catastrophe drawing on available data. We investigate the major trends in economic and humanitarian aid in North Korea and identify substantial evidence that sanctions cause severe civilian hardship and profound social and economic dislocation. We recognize that the impact of sanctions goes beyond humanitarian crisis to induce serious economic recession and social poverty.
