일본노인케어인력의 양성과 연수에 관한 고찰

A Study on the Education and Training of Care Professionals for the Aged in Japan -Focusing on Care Workers-

본 연구는 일본 개호복지사법이 제정된 1980년대 후반 이후의 노인케어정책과 개호복지사 양성정책의 변천과정, 개호복지사 양성 및 연수에 대한 관련문헌 고찰을 통해 일본 노인케어인력의 핵심인력인 개호복지사의 양성실태 및 현황에 관하여 살펴보았다. 1990년부터 '복지ㆍ개호인재확보대책'이 마련되었으며, 개호관련 직능단체를 중심으로 케어직종사자 연수체계에 관한 연구회를 결성하여 케어직원능력개발시스템을 제안하였고, 이를 바탕으로 후생노동성은 2009년부터 '복지ㆍ개호인재확보대책'을 통해 케어직종사자의 교육훈련 및 현임자 능력개발을 위한 국가지원제도와 개호인력 경력개발을 위한 개발한 '생애연수제도'를 통한 교육도 이루어지고 있다. 본 연구에서는 이를 바탕으로 한국요양인력 양성 및 교육훈련에 대하여 국가적 차원의 자격관리체계 마련, 전문성 유지를 위한 보수교육의 제도화, 케어인력 지도자 양성을 위한 전문교육기관 설치, 국가적 차원에서의 사회서비스 인력에 대한 총체적 정책 마련, 요양인력의 사회적 위상고취 및 승인이라는 다섯 가지 시사점을 제안하였다.

This study examined the education and current state of care workers in Japan, who are key human resources of elderly care in Japan, through reviewing recorded documents on changes in Japanese elderly care policies and care worker education policies and the education and training of care workers since the late 1980s when the Care Worker Act was established in Japan. The Japanese government began to establish 'Plans for Securing Welfare and Care Workers' from 1990, and proposed care worker competence development systems through research groups on care worker training systems centering on care-related workers' organizations. Through the 'Plans for Securing Welfare and Care Workers,' the Ministry of Health, Labor and Welfare has operated the national support system for care worker education and training and care worker competence development, and executed education through 'the lifelong education system' developed for individual care workers' career development. Based on the results, this study proposed five implications: establishment of a national certificate management system for the development and education of care workers in Korea, institutionalization of continuing education for maintaining care workers' professionalism, installation of special education institutions for educating care worker leaders, establishment of comprehensive governmental policies on social service workers, and enhancement and acknowledgement of care workers' social standing.
