한국과 일본의 요보호노인지원체계에 관한 비교연구

본 연구에서는 향후 요양서비스를 받을 후보군이라고 할 수 있는 노인장기요양보험 등급외 대상자 지원체계를 보다 체계적으로 구축하기 위한 정책과제를 모색하기 위해 한국의 노인장기요양보험과 유사한 제도적 기반을 갖추고 있는 일본의 개호보험제도 예방서비스 대상자 지원체계를 정책추진체계에 근거하여 구체적으로 살펴보았다. 양국의 해당 대상자를 "지역내 요보호노인대상자" 로 임의적으로 정의하고, 이들을 위한 지원정책을 대상체계, 급여 및 전달체계, 재원체계의 분석틀에 기초해 비교해 볼 때, 일본의 경우 해당 대상계층에 대한 지속적인 정책지원이 중요함을 인식하고 다양한 지원체계를 구축하고 있으나, 이에 비해 한국은 대상자의 범위도 아직 협소한 편이지만, 우선 급여 및 전달체계의 중추적인 책임을 담당해야 할 주체의 지정이 우선적으로 시급하여 급여 및 전달체계 개선과 함께 독립적인 재원지원을 추구하는 방안도 검토해 나가야 할 것으로 나타났다.
